What is the issue with using a server's preferred pack?
And who will work around it? The server owners will probably like this.
If you try to somehow avoid this wouldn't that mean a hack of some sort? And if your deadset on not abiding to this then why play on that server?
edit: btw, i play on an old laptop with a crap mobile GPU and 4 GB of RAM.
i play minecraft with a 64x texturepack AND Optifine with mipmapping and AA and that other filtering, anisotropic or something...

i hope NOT. if a server want's you to play with a special resourcepack then you have to play with it,otherwise you shouldn't play on the server.
btw if servers would have full control over their client's resoucepacks ,it wouldn't be that easy to use X-ray...

I've seen the following so many times it's not even funny (The bit about Co-Owners getting PO'd) , here's why having mandatory resource packs is a horrid idea:
Pretend a server is owned by a guy named Bob. Pretend the co-owner is Frank.
Bob and Frank get in an argument. Frank get's PO'd and injects some sort of (Only using this word because I have to. Don't like this word when referring to malicious software) "virus" into the pack that executes on Resource pack use or something like that. "Virus" goes out, infects a crap load of people's PC's, said PC's break, and BAM! Bob gets blamed and stuff goes downhill.
In a nutshell, it's a horrible idea because a player could join a server, be forced to download the pack for some random thing, and end up getting malware.
yeah, it not really needed now, but this is a huge step towards the plugin API, where mixing and matching "plugins" (really mods) and resource packs will be needed
What if you needed to use a resourcepack's textures and you needed your own sounds for a adventure map but the pack creator won't let you edit it or else. this will help make makers like that
well I hope people will only be asked to use the RP if the server suggests the RP,but there should be the ability for servers to force their players to use a specific pack.
and i will keep messaging mojang till they implent this,because its fairer for both sides,server and client.at the moment only clients got everything and the server can't do anything about it...

I understand this, but it's really not that cool, would much rather something that is state out the art brand new without changing the game we all love.
Servers should not be able to force resource packs on players. It's an accessibility issue (colour blindness, seizure sensitivity, etc.), as well as a risk that someone replaces all the textures with pornographic images and then posts a misleading description of the server on a forum where especially young people often visit.
I think the only way to fix this is playing only with peoples you know well.
To you, maybe, but remember there are other people on this Earth that don't have the same likes and dislikes as you. You may never use a texture pack in your life, but there remains people that love to use texture packs as a way to increase the atmosphere and really indulge themselves into the fantasy world that is Minecraft. Isn't that what video games are for? To pass the time in an alternate universe away from the burdens of real life?
This is a definite improvement in resource pack management. On top of people being able to use preferred assets from specific packs more easily, people can now focus on "specialized" resource packs (resource packs that focus on one aspect, like mob textures or footstep noises) and combine them together with less effort.
Now for resource packs to support code as well... give it some time.

if there was no sever the client couldn't play on that server.

Think of hosting a server as hosting a party. Here's an example: You have people bring over different music on their music player or flash drive, and you have a certain rule about what's allowed (only jazz or soft rock, for example). Some people will do that. Some will not attend because they don't listen to soft rock or jazz. Others will come in and bring songs that clearly weren't allowed (like Dubstep, country, or latin). However, until they play the music or you take a look yourself, you can't tell what they're bringing. Only when they play the music or you find out for yourself can you do anything about it.
To put it in perspective: You require a certain texture pack (like Sphax, Painterly, or even Default). Some people will join the server after downloading the proper texture pack, because they don't have a problem with that. Some people won't join the server because there's an issue with that requirement (bad internet, personal preference, the list goes on), which I can agree is a smart move in certain cases. Others will join anyway, with maybe Dokucraft or their special X-ray pack. All you can do is either live with it or ban the offender after they've caused a problem (like using the X-ray to steal someone's deeply-buried obsidian-sealed diamond stash).
Point is, you can't have total control over your players. If you could, people would be taking advantage of that, and I'm sure as the Nether that the results wouldn't be pretty. Not in the slightest.
