So it's an inverted patch list. As in, the files higher up overwrite the files lower down.
e.g. If there is a base pack, and an add-on to the pack, the add-on needs to be on top, and the base pack on the bottom, unlike in a normal patch list. Watch out.

Will it just use the textures from the texture packs that are already there or will there be any way to choose which blocks it uses from each texture pack?
Say, you have downloaded dozens of resource pack (as many of us do), some packs have only the sounds, others have only graphics, a few others have just small tweaks in the config, graphics and whatnot. You could simply combine those packs to make your own, manually via copy-move-paste the files.
With this new feature that Mojang is implementing you could make Minecraft to use 2 or 3 packs and combine them automatically, and set which one will be loaded first or overridden.
Awesome. I don't see how anyone could NOT see a use for this.
Some people only use the vanilla textures, others use a completed resource packs where there no missing files. For those people this is useless. This is really only for the more tech savvy people who have or want to build their own packs or meshing packs together to make hybrid packs.
Real question here please if anyone with a real answer with source reply.
Where dose anyone credible say "server side packs will no longer be optional"?
There seems to be a huge debate on this topic with no credible sources. I know the OP says "Packs will load like this" with the server packs on top of the list, but where dose it say that we will lose the ability to disable server side packs all together? I know the OP said "server-side resource packs will ALWAYS take priority, regardless of player pack order" that doesn't mean we are going to loose the ability to simply turn off the server side pack.
No I am not 100% sure what mojangs plans are in regards to posibly forceing players to use the server side pack, but so far neither do the other people I have seen commenting here.
I really like this. No more manually combining resource packs together for me! But I kinda wish there was a reverse compatibility for old texture packs, because there's one I really like that's not been updated.
Mojang needs to add the aether in 1.7 cause it makes perfect sence theres the nether (aka hell) and then whats the opposite? THE AETHER i dont know how to install mods its very hard for me so if mojang could add the aether in 1.7 i would be most happy! thanks,

Why don't Mojang make the modding Api instead?
In what way does he not know how to use Minecraft?
The most annoying thing is that using Macs, you can't shift-click. Let us hope that they change that in this update.
