That's the big problem. They're rare until you get ONE. Then you have more than you'll ever need.

They are only rare until you find one, then (unlike pokemon) you've caught them all.
1 carrot + field + bonemeal = more carrots
PS: I am sure they won't remain a monster only drop. I am just peeved cause I have yet to test that part of the snapshot I mean I could cheat, but then I would never prosper. And I want to live long...ouch
That's the problems with all farmable plants in Minecraft. For example wheat: Once you're farm is filled you only need 1 seed for every block of wheat to replant them but unfortunately you get more than one seed when harvesting. The same thing with melons. You can plant 3 - 7 new melons by harvesting one.
The main difference is that, in your basic Minecraft, wheat is easily attainable from the get-go. Break some long grass and you'll get seeds.
Melons are closer, but you can at least trade for those.
As adigregorio said, though, this is just temporary until they find the way they want them to actually be. Hopefully you'll be able to find them in the wild or at least trade for them.

Yeah, but who wants to do that! I mean, mad props to ya for the patience for that. I have had them animals ignore me (+ wheat) when I get a few blocks away from them. And that is at a backwards walking pace (seems slower than forward walking...)
Get in a boat, the movement rate ups to wrongly. (That's 12, for those that only go to 11)
With the implementation of mobs + nether portal = nether mobs/over mobs I will just herd them through hell in a minecart. That's just a press of a button and poof clang crash they are at the other nether portal that leads to my island.
Either way, DAYUM! 2500 blocks via boat wheats. Yikes.

This is true, except that the first part of that equation is not hard to find.
Carrot Seeds + harvest = way more seeds
This equation on the other hand, could take days or weeks to get the first variable. (I still have yet to see a carrot/potato seed.)
I just figure they don't want me testing that part yet, or it would be implemented fully in the snap. So I will just wait till they get the kinks out of it, or if it remains as is; guess who will never grow carrots/potatoes! (Out of principle, didn't touch the cocoa till they made their tree appearance.) I figure, what kind of plant is this that doesn't grow outside?
*Note to self: When the API is released, create blocks for "wild wheat" "wild carrots" "wild potatoes" and "wild etc" so seeds are attainable on mah server!
I actually set up an exps/mob farm in a zombie dungeon I uncovered...I had 9 full stacks of zombie flesh , another partial stack and had 3 carrots by the time I finally got a potato . So yeah they are pretty rare till you get one...
Little carrot and potato patches like how pumpkins spawn currently could work , just have them spawn in the world with lots of tall grass , so you might miss them...
To be honest I don't want to see the API in a snapshot. I think they should just release 1.4pre with the API included to find some bugs.
Well I'd much rather iron out the bugs before a release. Furthermore, if they are changing how mods/plugins are used in the game; well it would be helpful to let us programmers in on it, so mods can be ready for the 1.4 release
Otherwise it will be weeks of vanilla while mods are re-written for the new interface. (assuming they have to be re-written...)
Just quickly downloaded the snapshot myself, don't know if it's a known bug but i tryed the item frame and put a whole stack of items in it when i punched it off the wall it only gave me one item back.
