I don't know if we'll ever have actual command blocks come to the consoles. Just learning the simplest of commands may be a bit much for the casual gamer. Now, I don't mean that that should be a deterrent, but it could be a factor as to whether the effort is worth it. If a relatively low percentage of players are ever going to use command blocks, then 4J may deem that risk (e.g. potential game-breaking bugs) is not worth putting them in.
Instead I think we'll see an expansion of the Host Options. Take for instance disabling weather. It will almost certainly not take the form of a written command; instead it'll probably be a checkbox option that'll suspend or resume weather patterns, like they did with the day/night cycle.
Command Blocks aren't for casuals--there's a reason why you obtain it using /give and not through the creative menu.
I'd love them and weather control, even if it's a simplified version (obviously checking to see if a zombie is wearing enchanted leather armour and killing it instantly is a bit too much for the systems).
4j Studios recently replied to a few tweets regarding turning off weather and being able to change from survival/adventure/creative
to another mode without exitting to the main menu. There are some speculations that both options may be a sign that
command blocks may come to the console edition finally, despite already being in the game's code.

Oh, I would also love to get command blocks. I'm just being objective enough to say it's not likely.
Command blocks for the every day player would be a bit much to take in I agree. But I do imagine that there are plenty
of players like myself with pen and paper ready because that's all it really takes. However, system capabilities worry me too.
Perhaps if they do decide to add the command block it would be more simple commands like clearing the hotbar or
changing the time of day. But it is after all just speculation. in the very least we are getting the weather and mode toggle
which I'm certain will make many players happy with just that.
