I'm new to MCW10, but have been playing PC since alpha.
I'm looking into modding, and discovered MCW10 has 'behavior packs' instead of mods. I can't find much info on what things are possible with them. Seems like you can only change the behavior/appearance of a type of mob (and not create new ones). Does this include any of the following?
variations of mobs (like sheep, villagers, tamed cats)
I know all that. I'm just wondering what features are already implemented and what is planned, as I can't seem to find any concrete resources anywhere.

I've only just begun to explore modding behavior packs, but I can sort of answer those two points.
Variations : You can add new varieties of sheep, villagers, cats, etc. that have different behaviors or features, but you can't add new varieties that look different. I successfully created a new cat breed (savannah) that looks like an ocelot, but is tame. (I'm sure other people have done this already, too.) Using component groups to implement subvariants and assigning these randomly at spawn, you can have variants. Visually, though, you can only change the size to distinguish the variants, unless you want to replace the existing textures. You can't add new textures, though.
Spawning : There are filters for depth underground and biome, which are used, for example, to replace some zombies in a desert with husks. Can't recall if there was a light level filter, but the wiki should answer that question.
Also curious if mojang has hinted at any future plans they have for this format, for any of the following things
custom items
custom blocks
custom recipes
custom guis
custom behaviors
adding mobs without replacing them
custom biome generation
custom structures
The official page for add-ons states they plan to unlock behavior changes for blocks. The textures for structure blocks are already in the game, and 1.2 is planned to have the actual structure blocks but with limited functionality, but who knows exactly what that means? That's probably the only "custom structures" that will be implemented. The Java version is going to have custom crafting recipes, and Mojang has stated that almost everything in the Java edition will be added to Bedrock, so I guess you could call that confirmed.
I doubt even they know what features add-ons will have in the near, or far, future.
I do agree that the new "Minecraft" will have "almost everything in the java edition".... almost everything. but not everything.... but it will have other cool stuff that we can't even imagine yet that the java edition won't (or can't) have.
Personally, I'm not worried about it. It will be what it will be. I do feel we're all gonna be quite surprised a year from now. The BTU was just the beginning.

At this time, add-ons are not as "full featured" as mods are.
However, there's already been one upgrade to them, and more are planned.... though the details are unknown.
I get that you'd like Win10 to have all the capabilities of the java version- but don't forget the java version has had a 7 year head start.
I agree it takes time to code its not magic and even if they were to catch up I think instead of copying it I think they can improve it.
