The moderators "hid" the Win10 edition forums in amongst the PE forum to keep Windows 10 (the OS) people from posting about any version of MC they're running just because they're running Windows 10. The forums are arranged by MC edition- not the OS you're running. (In fact, there is no forums about the OS you're running). People kept thinking "I'm running Windows 10, so this must be the place!" and it became a "catch all".
I myself have (and still do) asked the moderators to move posts to the correct forum so they can get the proper help many, many dozens of times. I created a thread to help quit the miss-posting and kept it "bumped" for a while so people wouldn't miss it. Eventually the moderators made their own post and pinned it- but people still don't read and it was/is ignored also.
So the simple answer is: because people can't read, comprehend, or understand how the forums are arranged.
I sense W10 is way better than PE, its the same version , but playing in a computer makes it more stable and comfortable. Honestly since Pocket Edition and Windows 10 Edition is the same there is no why to worry about it.

The section wasn't meant to be "hidden". It made more sense to combine the sections since Multiplayer/Discussion/Updates coincided with each other.
