It's not a "(built-in) feature of Win10 and PE". It's a resource pack.
I've gone online and none of them say anything about PE packs working in Win10.
I'm really sorry, and I get that logically they should work in either program, but the fact is they don't. (Win10 packs don't work in PE either). I don't know the exact reason they don't, but the makers of the resource packs obviously do. Maybe you should contact them?

minecraft windows 10 Edition is basically a port of the minecraft PE for android OS.
It's target platform is not just PC or Laptop but devices that run windows 10 OS.
Now just like the old days on minecraft we have a so called texture pack to customize the game.
then java mod came to life and the minecraft shaders MOD was created since they find the regular old texture pack is getting boring.
This shaders mod was made possible by injecting some none developer codes that's why they call it MOD since the developer never did add this feature.
Now in Pocket Edition the developers decided that they want players to add their custom shaders without having players to hack in to the game and inject some user code to make it possible so they made it a Game Feature.
Now since Windows 10 Edition is the same as Pocket edition you would expect they both have the shaders support and what works with PE works with win10E just like the Add-ons.
PE Add-ons works with Win10E in case you don't know.
I recently learn that PE shaders don't work with Win10E after trying it for my self.
But since that wasn't the case so far there is only 1 shader pack that works with the W10E.
When you say logical please make sure the word logic make sense in your own answer. Because the way I see it you consider PE as a totally different version when in fact one of them originated from the other.
Both version is made so that players of different platform can interact with each other.

Shaders in resource pack ain't an exception to this regardless of the version.
The game is made that way and wasn't modified in any manner.
The reason the PE edition shaders do NOT work with the Windows 10 version is even though they are identically the same version , the PE android and ios version use OGL ES for tablet and cellphones ps4 wii u switch , the windows 10 and xbox 1 version use dx 11 HLSL shaders. You would need to convert the GLSL to HLSL and they should work. And Blaze Windows 10 version supports mods... It just uses them as MCPACK files.
He asked why they didn't work , I gave him the reason why they did not work, and secondly the graphics update will be in the fall not with the play better together update. So next time actually read the post instead of linking a useless oh well they fixed it NO they didn't fix it. They finally decided to implement it without the need for modders to do it...
This new update will be coming out this summer (not fall) according to the video, and (per the announcement) will include 4K HDR graphics which includes "improved lighting, shadows, water effects."
The "why" won't matter anymore as they did address the OP's question- the improved graphics will now be the same for everyone, without the need for a mod, add-on, resource pack, whatever. There's difference between someone needing an implied "bug fix", and them coming out with an update that makes the OP's question (or concern) irrelevant.
Well, not "everyone"- java users won't get it.
And though they said the "consoles" will be included, I think it's a safe bet the 360 and ps3 probably won't as they can't handle it. (Let's just say I'll be very surprised if they are included).
Oh, and the announcement above that one confirms that any cross-play with Sony consoles will not be included. (PS4's probably will get the improved graphics though).

Reason why PE shaders resource pack doesn't work on windows 10 edition is because windows 10 uses a different shader. inside your resource pack in shaders folder you'll see a folder nade dx11. Windows 10 shader goes in this folder and uses DirectX shaders while PE uses OpenGL shaders. And the reason for this is because PE uses OpenGL and Windows10E uses DirectX11.

And we do use the word Obsolete when it comes to gaming industry thus there won't be a version for ps3 and 360.

The two games are "compatible", but not the same.
its not a mod. its a feature in win10E and PE. Shader resource code are exactly the same but for some reason PE doesn't render on Win10E.
