From what i can tell, the files from MCPE and Windows 10 Edition are exactly the same.
The two games are written to work with different OS's (and Win10 is "multiplatform", so they can't be "exactly" alike).... and MS hasn't (won't) open Win10 to modding, and Windows 10 itself doesn't allow mods (modified files).
If a player wants to use mods and such, they should go with PE, or, if they want to use their computer, play the java version.
Except for DLC, I'm pretty sure Win10 will continue to remain "vanilla".

exactly WORLD EDIT is wat im looking for or something similar for windows 10 edition. im trying to make huge builds, for a server that im planing to make for pe but it takes too long to make the structures. and i normal use world edit to speed up the process by making the floating islands,mountains surrounding spawn, making streams of water, and naturalizing stuff, etc. had got windows 10 edition awhile ago hoping it would make stuff easier but nope, no world edit due to the fact that there is no mods on it!!!
hmmm..... ima try something by making the server on the pe version, then white listing it so i can add my windows 10 account can join and be admin so it could be able to use the commands thats on pe hoping that will work, since we can join pe version servers.
Because with Addons you can't add things, you can change the functionality of mobs and add sounds, different UIs even, but you EDIT things, you CHANGE things, you cannot ADD things.
Just look at Jurassic Craft Addon, NONE of the dinosaurs are added. TRex is a witch, Dodo is a chicken, Raptors are bunnies, etc. In Villagers Come Alive, Zombie Villagers and even Wither Skeletons are used as Guard Villagers instead of new villagers simply being implemented, like they would be in a PC mod.
The "adding" of things, that's the difference between Mods and Addons. It's why players (now at least, even when addons are available) look for block launcher or some type of modding platform, because you can't add things with addons, only change them.
I'm not sure about mods on PE, last time I played Block Launcher was just a straight up black screen from being patched, but on Windows 10, I have yet to find a way to mod it, and I doubt I will.
Annoying, yes, but it was intentional, it's why PE and Windows 10 were made with C++ not Java, to avoid modding on it, since it's much harder to do pretty much.
Still, I wish I could mod Windows 10 edition :c I'd love to use the Smart Moving Mod tbh
Yes MCPE and WIN10E are the same code but both are compiled different. Win10E uses metroapp which means it would be difficult to attach debuggers to find function address and do a function hook. Its not IMpossible but someone with better knowledge than me should be able to do it. I do game modding for games with DLL injection. And injecting DLL to metro applicatuib ain't that easy unless you copy the DLL into system32 folder or sign you application. Even with IDA pro its not easy to debug without using a decent debugger like olly just to look for a certain fuction and modify or call it using a user code. But starting something like this compromises game play as it will spread another shitty hack clients where every kids starts cheating in the game and destroy game play. Modding to improve or expand gameplay is a GO. But using it for shitty kids to cheat is a No No.
