Okay, so my normal FPS is 10-30, if I'm lucky. However, when I use a 32px texture pack (as opposed to 16px and below), something weird happens. Originally, my FPS drops as expected when the game has to display higher res textures, and the game is extremely choppy. So I press F3- and suddenly I have 50-60 FPS! What. Turn F3 off, feels like 5 FPS. Turn it back on, 50-60 FPS again. o_O
F3 is 'debug mode' and turns off a great deal of features. its actually kind of silly to base FPS off a mode that increases FPS.
Anyway, thats why it happens.
