minecraft is constantly generating your world and enviroment around you, lag is normal for minecraft, tyr turning your render distance down and video settings down
Changing the render distance and video settings and such doesn't effect it, I have tried already.
The problem is the 900MHZ, the Minim. To Normal Play the Minecraft is from 1.5 GHZ to 2.0 GHZ.

Thats a really good computer, way better than mine, and i get like 130FPS. Try reinstalling Java. I've noticed problems with Java on my Win7 Ultimate, but nothing to do with FPS. Try unintalling java, deleting Minecraft (search %appdata%, then delete .minecraft) then reinstalling and re-downloading minecraft

I have both versions of Java on my system so I can run any java application, this happens on single and multiplayer. My ram is 1600MHZ and i have an ASUS Motherboard, I think M4A89 pro or something.
well they are both installed on my computer, 32 bit is under program files (x86) and 64 is just under program files. I have 32 bit to run 32 bit applications.

I'm pretty sure that means you have 64 bit.
My computer has 64 bit as well, and has issues running minecraft sometimes.
I'm not sure if there is a correlation between these, but you never know. Try running it in compat mode for 32 bit or XP, see if that might fix any of the lag?
Past that i'm not sure. It's entierly possible it's just the way notch programmed the game, yknow? He's got an incredible mind, but programming a good java game takes a lot of skill and knowledge.

As I said earlier though, I doubt it is your hardware, but something in Minecraft, Java, and the way it interacts with your OS (I know, real helpful right..)

Yeah, I didn't think it would have anything to do with my hardware, more on the software level. Thanks for your help anyways. Maybe running it in compatibility mode will work, who knows haha.

The 900MHz is my Video card, my CPU is 3.1GHz. They dont make video cards that are that high I don't think.
Sorry then, try closing all personal Active process on Windows Process Manager CTRL + ALT + DEL And open minecraft.
Just tried it, still laggy. I just dont understand why I can run say Starcraft II on Ultra high settings, and not this?

I have done all of this, none of it helped.
What version of Java do you run, and are there other applications running in the background (Skype, Firefox)
Also, is this single player or multiplayer
Is this x64 or x86
What is the speed of your ram
What motherboard are you running
(Those last two are curiosity, i'm not sure if it has any corelation)
I doubt it is your hardware. My laptop runs minecraft fine.

No he can't, unless, like you said, he is dual booting aka using a virtual machine.
