I'm a Mac user and I'm looking for answers from other people who may be having the same issue as I. Perhaps they can either help me or let me know that I'm not the only one trying to troubleshoot a half-baked mine-craft feature right now.
So I've seen that the Mods and Texture pack button is now working. Great news! Now for some bad news... I tried using it but it is barely working at all.
I've tried this at least a dozen times:
1.) First, I go into the texture pack window. I see a plain basic default skin.
2.) Being that I want to add my own custom pack, I click the "Open Texture Pack folder" button and nothing happens. I'm confused.
3.) SO now I try manually placing the texture pack into the right library folder. Afterwards, I'll go back into Minecraft... and there it is!! But wait... I'll select it and go back to my game, but Minecraft will just continue using the default skin -even though I see it's name in the Texture Pack list window. It isn't recognizing the pack!
Am I right in assuming that I have to use the in-game feature to install the pack? And if this is so... how can I fix the feature since it doesn't seem to be working right? Is it something that notch hasn't fixed yet? Will it be fixed in the next update?
What is going on?!

you shouldn't need to "install" the pack in game at all, basically you just need to drop the .zip file into the textures folder (as you've done), select it in the in game menu and it should work. Unless, you've downloaded an "HD texture pack". Minecraft only supports 16x16 texture packs, anything higher than that and you need to use a mod/patcher (i believe, i don't know too much about HD textures, but I suggest you try a 16x16 pack first)
The button in game that directs you to the folder doesn't do anything except open the textures folder, ie it doesn't do any "installing"

I had the same problem with my minecraft but I found a video for us mac users
before you watch it I want you to no that you just have to have the mod/texture in the same folder

and the only reson i have a mac is its a school computer and i got it in a low grade

Hey i searched this a few days ago looking for an answer. I found this and i was happy but still annoyed that id still have to move my minecraft app whenever i wanna change themes. So i looked into it and i found out that in order for Minecraft to be able to read the texturepack, the files need to be in a zip file, NOT THE FOLDER CONTAINING THE FILES TO BE IN A ZIP.
First, open the desired texturepack. Ill be using one i already did
Second, Select all the files inside of that folder
Third, right click on the selected files and select "create archive of __ items"
Fourth, once the archive is created...
...Drag it into the texturepacks folder. At this point you can rename it to the original name.
Then just go into Minecraft and select the newly created texturepack
If there are any question feel free to message me if you dont want to post.

Dude, are you using Tiger? You know, OSX 10.4? Wow. I'm surprised Minecraft even RUNS on Tiger.

I have a shorter way for that... The problem is that Safari unzip automatically the texture packs, but in safari's options you can disable that (search a bit in th options, you will find), and everything will be okay, or if you dont find how, safari is supposed to place the original .zip file in the trash, and you can take it back.
