(4: Change the name to the name of your language from the "en_[random two letters]" to something different

(5: Open the file with your editor, and you should see this in the begginning,

language.name=[Whatever your pack is named before]
language.region=[Whatever your pack is named before]

Now, the "crowdin.net" does not matter at all, what you need to change is change those to something else, for the "language.name", change the name of the old pack to the name of your new pack, change the "language.region", change it to the last half of your new pack, and for the "language.code", change it to the entire name of the new name of the file.
Example:

(6: Now, you are just about finished. Just change the other things by doing this.
Replace the "=[Whatever it normally says]" with a new phrase for your pack.

They were the Bed, and the cake.
They are two of the few items that have a placed down form, and a item form, making them have two seperate item IDs.

I think the track name depends on the music file name. What I mean is, if I renamed 11.ogg to very_scary_thing.ogg, then it would show up as C418 - very_scary_thing in game.

I think I followed the instructions correctly, but my custom language pack doesn't show up.
I went to minecraft/assests/lang/en_CA.lang, and made the copy and modified the copy, saving is as en_TS, and the new language didnt show up at all. Do i need to move it to a different folder, or include it in a resource pack?
If i modify the source en_CA file those changes do show up however.

Did you put it back in the assets? Also, from experimenting, certain things can't be changed, like You can't change the Bed's name.

I've now used the default US english language file as the base for my own British English language translation. It includes strings the files in the assets folders did not, including the horse armour.
