No, put this as a .c file and compile it with your favorite compiler. Then put the respective language data in sky.lang, yogcast.lang, truemu.lang, and sparklez.lang.
Also, I made an omission. Right before the for loop, add the line append_to_stream("base.lang",f);
Then put the common info in base.lang. After that, you can just run it by double-clicking the .exe.
Apologies for all the confusion.
P. S. Don't forget the source for people who don't use the same OS as you!

Sorry if I explained it poorly. I assume that you're using Windows, so if you are, get MinGW or Cygwin, and otherwise, use GCC (which should be installed on your system if it is the case). The syntax, if you are using Windows, is
gcc <path>\runthis.c -o <path>\runthis.exe (make sure you're in the folder where the compiler binaries are located)
Of course, you'll need the source I provided at runthis.c.
After compiling the binary, put this data in base.lang:
language.name=Youtuber Pack
language.region=YY
language.code=yy_YY
# anything that's not dependent on the youtuber
Then put the definitions specific to certain Youtubers in the respective files, namely sky.lang, yogcast.lang, truemu.lang, and sparklez.lang.
The user can then run runthis.exe and follow the directions.

Run the installer that you downloaded and follow the instructions.Then jump to the C:\MinGW\bin folder in your command prompt, where the gcc.exe program is located. Then you can call the gcc program from there; make sure to use absolute path names.
I have all the pics up now!!!
Thanks
What's with the hater comments?

That would be great! Sadly I'm not that much of a programmer. I'll still try though
If anyone could help me though, that might work out
Ummmmmmmmm..... It took me 30m to figure out what file to edit, sooo... let me guess? Do I put this in a .bat file?
EDIT: Or .exe?
