We need hardware on the east coast of North America. I should have mentioned that. Our players are spread from Poland on the east to Hawaii on the west. I see you have a location in new york?

What does "as long as your plugins are configured correctly" mean? Do we have to use your "modpacks"? What is a "modpack"?
It definitely sounds like your issue is just too many servers for the processor to handle at once. Ideally you'd want a dedicated box or possibly a VPS with a dedicated CPU core. We currently only offer shared hosting, but we don't oversell, in fact, we undersell by a few gigabytes to make sure every client has enough RAM.
We use some of the fastest industry-leading processors in our machines to handle the shared environment. I can't guarantee our service will completely eliminate your lag, but I'd like to set up a trial server at no cost for you to see if we can offer you what you need.
Performance depends on multiple factors. Some of them are easy to advertise such as RAM and SSDs. Others not so much.
Some of them are CPU, CPU clocking and most of all the server's hosting environment. By that I mean servers hosted in decent datacenters with solid networks and support.
Your current host probably can't tell you exactly how much CPU your server is using simply because there is no easy way to know.
I hear about companies overselling their hardware, but I honestly don't know how they do it. In our setup every node has 32GB of RAM that gets divided to clients. This RAM amount is fixed for every client. Given that out plans start at 512MB in essence a node would have at maximum 64 servers. Of course we don't let this happen because we balance our clients per node. I would say that our nodes have on average 10 to 25 servers. When using decent CPUs along with excellent infrastructures, this load is easily handled. Keep in mind that minecraft does not take advantage of CPU multi cores (except for a really few bukkit plugins that have started doing so, as far as know).
Also depending on the server other factors might play a big role. For example if your world is vast, SSDs make a real difference since you need the fast read speed to avoid any loading delays. If your world is not that big you can probably get away with using HDDs.
But at the end of the day if you ask me, absolute numbers are not what make a good host. What makes a good host is the level of knowledge and support and the willingness to work with a client to fix any issues he may encounter and to help him make calculated decisions on how to best run his server. Asking him to stop building is no way to fix an issue.
Last and most important, this forum is not the best ground for explanations and discussions. I will not even throw prices at you to get you to buy. VPS can be good but it can also have problems of its own.
Being on a shared server is not bad as long as the server is not over loaded or over sold.
I do not over sell on my server and we have great hardware.
$3GB only cost $18. These prices are low end prices but with high end hardware.
The reason I sell at such a low price is because I gain no profit from my customers.

I have identified a possibly interesting fact. Our chief problem with our former host was a very low hostile mob spawning rate. Our problem now is tick lag. So the current host now seems to have fixed the tick lag.....and now we have a very low hostile mob spawn rate. These two factors seem to be related. (Ya think?)
