Using OVH would certainly be the cheapest option, but if a west coast location is that important to him, then he'll have to find another host. I know that ServerMania has servers in Los Angeles, and SecuredServers/PhoenixNAP have servers in Phoenix. Both are reputable providers from what I've seen.

Well personally I have never bought a dedicated server from a Minecraft reseller, as since they are a "reseller", they usually are just selling you dedicated servers from another provider and marking up the cost. They are essentially the middleman, as the vast majority of Minecraft hosting providers do not own their own hardware. I ran a medium ish sized BungeeCord server about a year ago on a dedicated server, and ran it off of CentOS 6. Pretty much what you need to do is install Java 7 on the server, upload your server files to the directory of your choice, and then run the startup script, usually startup.sh. There are various tutorials on how to setup Minecraft on a dedicated server, but if you have any experience running a Minecraft server off of linux systems, then you should be fine. If you want a control panel rather than accessing through SSH via a program like PuTTY, then you can install a panel like McMyAdmin or Multicraft on the server.
Pros to renting from a datacenter provider like OVH or PhoenixNAP -
- Much lower price for the hardware
- Buying from the source
- Usually much more reliable than a Minecraft reseller, as these datacenters aren't going anywhere anytime soon
Cons to renting from a datacenter provider -
- Servers usually are unmanaged. Meaning unless there is an issue with the hardware or their network, they aren't going to help you with much.
- No option to install a Minecraft based control panel during setup
So pretty much, go with a datacenter provider if you want to cut out the middleman and get the cheapest price, and if you're comfortable with a more do it yourself approach. And go with a reputable Minecraft reseller (don't go with a newer one for dedicated servers, as renting one is a big expense and you don't want a host to disappear with your money, happened to me once) if you want the option of a pre-installed control panel and more Minecraft-geared support, but expect a sometimes significantly higher price for the hardware.

I live all the way in New Zealand, so West US servers are geologically the best in terms of latency and price. I'd rather pay $160 for a dedicated server in US than $160 for a weaker machine and ram number in Australia.
