Depends on the network of each. I believe Dallas would be a better choice as there are better carriers there, overall better connectivity, but Ashburn (Or better yet Atlanta) would be a better choice than Buffalo since it's closer like fishfish said. I know a small couple of hosts that have servers in Miami, Florida so you could look around for hosting nearest to you if it's just for you and some friends -- if you're hosting a public server Dallas would probably be the better choice though.

It really depends on the network, I remember years ago a good friend of mine lived blocks away from our servers in Seattle yet quest his internet provider at the time would route him from Seattle to Phoenix then back to Seattle making his connection not very good at all,
Best option is to run some ping and traceroutes, also if possible ask the provider to provide you with a traceroute and ping back to see how the return routes are also.
Just trying to figure out if a Dallas, Texas or Buffalo, New York server location would be better for me living in Florida?
We have many clients who are from FL who play on our Texas server nodes. If you choose Texas or New York it really wont make a noticeable difference. You are looking at around 50ms ping depending on your internet.
