That isn't the exact one i would use but just an example of a stand alone server in my terms.
1. Would this be difficult to set up?
2. It says "No OS (operating system)" in the Desc. Would i need one for a standalone server box?
3. Would i need any other additional equipment?
You could host your Minecraft on this server or on your on PC... What really matter is your network connection if you want to host it @home.
So to answer your question.
1. No, but you need to have basic computer knowledge like: Installing operating system
2. You always need an operation system.
3. If you want to have something reliable you need: Power backup generator & UPS, Raid controller with battery, 100mbit connection and much more.
If you need something reliable go with a hosting company, if you want to host it @home, do it on your actual computer!

Or why not him go buy the server and ship it to a good reliable data center for collocation? Some people just prefers to have their own server on their own machine.
