Most home internet connections today do use a modem and router. Routers offer significant security features and going online without one is pretty mad.
Some internet services combine the devices
Comcast's current "Xfinity" service has a combined modem/router
Some internet services don't allow servers
Most 3g modems won't allow port forwarding
Some ISP's won't forward the outbound traffic
If you want further help, we'll need to know what internet provider you have (Verizon, Comcast, Century Link, 3G/Cellular, etc).
If you don't know or can't figure out how to do this stuff, perhaps looking for a paid hosting solution would be a more suitable option. Just google up "Minecraft Server Hosts", check the Server Hosts section on this forum, or click on the banner in Dylan_Hansch's or my signature area. Paid hosts also can offer a lot more than what you would get hosting your server at home.

Umm... WPA2 is the type of security on your wifi, if you use WPA2 you have a modem.
I don't think I have a modem connected, and I'm not sure what to do with a router.
Any way to start a server without using a modem?

WPA2 is your internet security setting not your ISP.

Actually, I found that I have a modem, but not a router. I think I got confused D:
Your modem most likely has a built in router or firewall. If not, all ports (besides the ones blocked by your ISP) will be completely open.
