During my attempt to start a non-24-hour server, I ran into a problem. I've port forward with but single-range and port-range and both at the same time, but neither having one or the other or both will let me connect to my server with my external I.P. My internal works fine.
I've also made a new rule in my firewall for minecraft.
If you could give me some advice as to what I could do to fix this. That'd be cool.
Would you mind posting a picture of your router configuration (port forwarding page) and "ipconfig" in command prompt if you're on windows or "ifconfig" if you're on mac or linux.
Only use port forwarding. Also have you tried disabling your firewall and anti virus completely? Another thing to check is that your ISP isn't blocking that port.
Also bear in mind many routers don't let you use the external IP internally. It may be working fine for clients outside of your network. Have a friend try connecting to it.

Switched to single port, turned router firewall off for the test and this is the outcome
Top one is my assigned IP from my ISP, and the bottom one is my leashed IP from my router
Could your ISP be blocking port 25565?
That I'd have to check, not many people around where I live play minecraft so I have no one to consult. I'll have to call
Yep, you can usually just Google it. I know Comcast keeps a public list of all blocked ports.

Ah yes. I know the newer Comcast modem does that.
