It actually depends on your local country laws. You have to be 18+ if you want to register a business in most European countries though.
Once again, it depends on the laws of the country that your employee resides in. In Estonia if you are under age of 16 you need a written permission from Work safety inspector to employ that person, above 16+ parents permission.
That's myth.
That's what I know about the laws myself, people may correct me though since things may be different in different countries.

You are clearly clueless about this business, I recommend you walk away now; the market is already over saturated. I would put more detail into this posting but I am tired of telling little kids why they shouldn't nor can't found a hosting company.
I am actually 15. And I am working on getting some money saved to buy machines. Might as well start saving. Even through I have 3 years ahead of me.
And I also know the market would suffocate the business, seeing that lots of hosts going out of business but its a thing I want to try.

Not many hosts actually apply the 18+ rule with employment, so you'll find many people employed who are 14-18. Sure if you startup a host yourself it would be nice to have your workers 18+, but there's just not enough 18+ people willing to work at a host when they can go out and get a "real job". You may also find that a younger person may be more qualified for a position than an 18+ person.
You mush be 18+ to register a hosting company
Hosting Companies only can accept ages 16+, a worker must have a vaild workers permit.
Hosting companies need to have good record to continue in business or they will be shut down by government.
