So I was working on this really cool resource pack a while ago, but bad progress nonwithstanding, I think I found something much better... I'm probably gonna never release another custom Minecraft map.Until we meet again...

I think everyone understands that. What doesn't seem to be understood is that all those broken behaviors would themselves be their own bugs, so collecting all the erratic behavior into one report that also includes the water issue is going to be treated as a duplicate of the only confirmed bug in the list.
You have to start somewhere with bugfixes, and typically you start with the worst ones, not the questionable ones. If you feel that their are other bugs that are just as relevant, then isolate them, document them, and file detailed. separate bug reports for them.
Personally, I never did have enderman dodge my melee attacks very well, and I've never seen them path back to where they teleported from unless it's back to me (which makes sense).
But all of the problems are one big bug. That bug report should be retitled to remove confusion. Plus this is not the only example of this problem, such as the "works as intended" listing when it is clearly a bug.

I guess I'll explain it over again.
Multiple AIs doing multiple things wrong may sound like "one big bug" to you, but to a dev it isn't. This is what makes bug squashing so hard. You have to first isolate each individual broken thing, and be able to have others reproduce it, in order for the information to be any use to a programmer. They take those tid-bits and then comb through the code to try and figure out what is causing it.
If you spend some time over at JIRA, take a look at exactly how many bug reports pile in constantly. The staff have to sort the chaff and sometimes you might have a real bug(s), that because it isn't properly documented, gets flagged as a duplicate or "working as intended".
Lastly, if you simply feel that the AI isn't very good, you can't post that as a bug. The AI can perform exactly as it is supposed to and not be what you want it to be. Suggestions are never going to be taken seriously as a bug report, so refrain from opinion-derived statements when you file them. Improvements to the mob AI are suggestions and suggestions only.
Wait a minute, after some testing it looks like the endermen are trying to do what they used to. But they just teleport right back to their original location. Same thing happens with bows, but they don't take damage. It was hard to notice, but the endermites gave it away. They really need to fix that.

They should make them teleport in better situations, and farther away then normally. They should teleport before actually hitting water, ect.

Have you noticed that Endermen go at super-speed? I fight Endermen, and they don't walk slightly faster, like they're supposed to, they are so fast that it is really hard to outrun them. Also, Endermites are buggy.

Has this been fixed yet? Its ridiculous if it's not.
The part where it doesn't escape water has been fixed in 14w25a, but the glitchy fast speed still remains. I'm not sure if the other Enderman issues have been fixed yet.

They have not. They really need to fix these issues, it's been 3 months now.
Another glaring problem with them, next to the teleportation problems, are their de-aggroing. Since they are on the new AI, they can de-aggro after losing line of sight like other mobs. This means that as soon as they teleport somewhere not in your line of sight (ex. dodge an attack, teleport into a cave below), they de-aggro. This is pretty disappointing because one of the main threats of an Enderman was the fact they would never leave you alone when provoked until they die, touch water, or are exposed to the sun, and would always follow you via teleporting, even if you were inside a house. This also makes it more annoying if you're hunting them because they can teleport somewhere and never been seen again.
