Unlike the humanoid mobs (Villagers, Zombies, Zombie Villagers, Zombie Pigmen) there is no model or existing code to make use of an "IsBaby" tag. For baby creepers you'll have to add a new model and the code to make use of it.
Beyond the scope of my knowledge, but I'd like to see it done.

My avatar is a two tailed fox named Miles "Tails" Prower. He may only be 8 years old,but he is a highly skilled engineer. He stands 2'7" tall, and can use his tails to fly short distances, and run at near supersonic speeds.
EDIT: Now that I think about it.. Shouldn't those zombie pigmen have half the flesh on their heads? It's not like zombies can regenerate skin when it's gone, or was never there, so how the hell do they grow half their face, on during the time they reach adulthood?
They were infected as kids, and since kids are kinda weaker against diseases, the zombie disease destroyed more of their softer skin (the face). I don't think they grow into adult zombie pigmen. If they do, Dinnerbone and Jeb should fix that before the troll hordes reach the Suggestions section.

It's possible, but lightning is so rare!!! I have never seen a zombie pigman in the Overworld or a charged creeper, or been struck by lightning.

I don't attack villagers due to their AI being disabled I believe, but if it was enabled then that could happen.
Check out SethBling's video of 12w32a, with the mob armor, and he mentions stuff like this. He shows the Baby Zombies, and the Baby Zombie Pigmen. (Baby mobs for some reason can't have the "hat" layer in the texture, hence no flesh on Baby Zombie Pigmen.) He also shows the "Zombie Pigmen Villagers," which are Zombie Villagers, but with Pigman data. They have head flesh but no skull! (I think it's because Zombie Villagers' heads are technically "hats," and it forces the normal Zombie head to not render. Translate that to Zombie Pigmen, and you get no skull, I guess. :P)

They can spawn naturally... but not in the nether!
There is a small chance that a portal block will spawn a zombie pigman. However, in the overworld, anytime a zombie, villager, or zomebie pigman spawns there is a chance to spawn the child form. I observed this one time...
