When 1.4 comes along, I will make a world with a Villager hospital that cures Villager Zombies!
I will find a way to automate the entire process. Except, I don't think we can automate feeding them golden apples. Maybe, I'll have them go through the entire process of, spawning (or being born), being zombified, being splashed with weakness potion, then have them carried by a water current to a little reception desk, where I give them a golden apple, and then push a button that drops them into a cell with iron bars and a door. When they are done being spazzy, they will simply leave through the door, because that's what those silly villagers like to do.

Build a Villager Breeder (http://www.minecraft...17_20.01.55.png). Use a time to activate to activate water (using the new dispensers). Knock the babies through a 1 block high door to a growth chamber. When they are grown, press a button to unlock a door and move them into the Zombie room. Place them in such a way that they are Zombiefied (for example, having a zed trapped in a solid cage with a two block high hole in it, and the bottom filed with iron bars. Then move them through rooms (if occupied, use pressure plates to lock the door) until they reach an empty room. Use an automated system to administer oxygen (the potion) then have a doctor give the Golden Apple. A 75% automated Villager hospital!
Does this mean that if I want to create a village near my base I won't have to find an already existing village anymore? I could just lure 2 zombie villagers into the village, cure them and let them breed.
How often do they spawn? Do they even spawn naturally?
I have found zombie villagers in closed caverns that they could not have possibly gotten into unless they spawned there as zombie villagers, or the zombie that infected them despawned. And I found a zombie villager on the surface that got blown up by a creeper that was after me before I could corral and cure the villager.
However, I have not seen any more regular villagers on the surface other than the few that spawned when I started playing 12w32a in a 1.3.1 world. Although, I have not traveled far yet, so they might spawn on new chunks. I'll have to see if I can get one to go through my portal to the nether, since some people have reported seeing villagers there.
One thing someone asked me is whether anyone has tried to "cure" a zombie pigman.

Mr. Bone confirmed that they do spawn naturally, but rarely due to the fact they can be cured
I spent all my time from the time he tweeted and I didn't even think to use a weakness potion.

...but that's just like, my opinion, man.

Are you in Survival or Creative mode? I've currently only tested this in Creative.

I am ninja'd far too often.
Also, when I was testing as we were trying to discover the secret, I forgot to mention that you do not lose the apple when curing zombie villagers
