There was yes, but looking at how they planned for adventure mode and added it into 1.3 and removed it immediately after, I dont think it will happen...
I would imagine it as being like... You have 10 people on each side. 3-5 defenders that have swords. 3-5 capture troops that have nothing. 1-2 armored units that can only defend a certain area
Actually, I've pretty much figured out how to implement it in vanilla minecraft thanks to the command block. You can easily set up an arena on a server that automatically switches everyone to adventure mode. Then you can set up a class system using blocks set up to /give certain items. And you can even use beacons to make the respawn rooms automatically heal you, and have command blocks set up so that people don't have to sleep in a bed to set their spawn point to the rooms. Beacons could also be used for making special parts of the map where you do more damage or jump high, or whatnot.
However I'd recommend building it underground in a box of adminium to make sure that nobody messes with it.

Yeah, looking at adventure mode they released an extremely unfinished version and said they were going to work on it next update.
Next snapshot a slew of things are added to make adventure mode amazing.
Honestly CTF can almost be done completely thanks to the command block and clever redstone, look at sethbling's tf2 push map.
Just need a way for the game/command block to check if you have the flag.

Yeah, I can actually see them adding a Flag/Flagpole item. That's all they would really need to do, after we get the command block.
It would be nice for a flag block to be made into minecraft. Not only would it be a great addition for gametypes and custom made game maps, but it would be a great decoration block for a castle or something

I can confidently say that this will never be implemented as an official gamemode.
It doesn't need to be though. Map makers already make CTF maps and there are server plugins that run CTF games and such. In the next update plugins may not even be needed with clever uses of the command block.
