The real issue with performance is the changes they've made to the game in general; I myself never saw any change in performance with or without void fog in older versions; only all of the particles (maxing out the particle count) at lower levels had any performance impact and not a real issue. Not like they couldn't have kept air as simple empty space either with the void fog calculations solely dependent on player position (in other words, having sunlight coming down a shaft far away had no effect on the fog around the light, only when you moved close enough for the skylight to become nonzero)
Here is the code that calculates void fog in 1.6.4; hardly complicated at all and only considers the player's (var3) position and light level, simply inserted before the normal fog rendering code, so it only modifies how existing fog behaves; a similar thing is done to create Nether fog:

I really don't see why this couldn't of been an option in video settings. When I'm using optifine, I turn it off but some people like it. I suppose it is rather ominous, most of the time I don't even notice it. I never really sit around in a cave saying "Gah, this fog is so annoying!"
Now that it's gone, I miss it a little bit for some reason. It really should of been a video option.

Mojang basically must have it out for me. When void fog came out, I hated it and thought it was stupid. Okay, so that phase lasted about 5 minutes. Then I went on playing as normal, because I never used to go down to bedrock anyways. Another phase done. The final phase: acceptance. I thought to myself, "why not try this void fog out a bit?" and I built some awesome underground builds at bedrock. I finally accepted and actually enjoyed the void fog. Well, now along comes Mojang again and changes everything.
