Notch put "Removed Herobrine" on the 1.6.6 and 1.7 updates as well. I also wondered what this means, because he's apparently "removed" Herobrine more than once. Maybe it's a foreshadowing to some update in the future...

I think Notch is just pulling our legs, or just your legs. He's only doing that because of the herobrine conspiracy and how people still think it's real. He says he's removed it as a joke, because it's obviously not a real thing.

Maybe its just there to shut up all the people that think Herobrine is actually in the game.

It' there to make you think herobrine is gone. It makes it all the more sweeter that way.
