I don't want half of it to be released on the 8th and the other half to be release who knows when. The only reason he is releasing it in 2 parts is because people are too impatient for it. I think they should let Notch do what he wants with it and release it when it is 100% ready. I don't think he should only release half of it. He needs to fully make the update and the only way to do that is by GIVING HIM MORE TIME!!! I'm sorry if you want 1.8 out soon, I do, but I also want it to be a full update, not half. I would rather wait for the full version then have part of it rushed out.
It's not like he's releasing anything "half-assed". The only things incomplete in 1.8 are villages and strongholds, with the latter being welcome regardless.
What is happening here is that we are getting the non-RPG elements of the game early, and 1.9 will contain all the RPG elements. It seems like a decent split in my opinion.

I see no problem with gradual releases of features. If he can already release some of the features, why not? I agree that it should be delayed if the features are not ready.

I agree with you. Though this might be just because I believe that the really impatient among us will have their heads explode if we don't get an update on the 8th. That would be something to watch.
Personally, I don't see the problem with releasing it in parts. If it's complete content and not going to be changed in the next version (aside from bugs) then sure. like villages, I'd much rather see them without npc's if the npc's arn't finished yet then to have to deal with bugged npcs that don't work and would have to have a new map regen because of it.

He can't possibly have a much larger plan? Maybe to get some of the early 1.8 stuff into "public testing" while they work on other things? Maybe he actually has a solid plan that you don't know about?
