Your idea, ironically, is more apt for an MMORPG.
Upgrading the effects of what the player can do, fits well with role-playing.
Upgrading the terrain and your surroundings as you level up, seems more suited for a sandbox game, at least to me.
Restrictions will only make the players move on from minecraft.
Minecraft is about freedom! Make a world, explore, find a spot you like, then build a home! A world you shape. Adding restrictions to the landscape will RUIN that.
Second. Blocking would be awesome. The problem is that you would never know when to block since the creeps (zombies, spiders especially) don't really have fight animations...
Adding restrictions (like for most skills in MMOs) would ruin Minecraft. However, raising efficiency in something would improve upon it.

But raising efficiency is EXACTLY what MMO leveling is for, at least in my experience.
You level up your attack stat, you do more damage. You level up your defense stat, you take less damage.
I can't think of many restrictions that come with that system, other than comparative weakness.
Perhaps you're thinking of talent trees in which you need a certain level to perform certain moves? Like in Pokemon?

No, I'm thinking Runescape/WoW where you need certain levels to gain access to certain things. You know, 65 fishing needed to catch shark, that sorta stuff. No one would really go for that, and I'm sure mods would instantly be made to remove it.

Oh, I see what you mean now. I don't regularly play either of those games, but your example was helpful. I wouldn't go for a leveling system like that, at least not in Minecraft. My idea was more focused on terrain features, but I can see how one idea could overlap the other at some point.

If I am correct there are supposed to be attacking animations in 1.8.
Well other than charageable bows maybe they could add chargeable swords but maybe they could add weapon stats
like a short dagger than attacks fast but does a lower damage or a Regular Sword that has a decent atk speed and a decent damage and other following weapons like that and maybe the stats could look like this and could be rated by stars

Example: creeper explodes, you get fringed into a wall and you are stunned and laying on the floor for like 2-5 seconds.
