This is also from wiki that also proves my point. All map zero's will have their center at spawn. It's only until you get map_1 that you will have a crafting table at the center
I hate to drag this out, since it has no real point, but I don't think you are right.
map_0 is the first map created on a world, creative or otherwise, and can be made on a crafting bench or can be made using the creative inventory.
If made on a crafting bench it will be centred at where you were standing when you crafted it. However if you use the creative inventory it will be centred on your spawn. Either way the first map produced will be map_0.
I just tested this for myself by creating a new creative world, building a pillar where I spawned, moved a short distance from spawn. Made a map on a crafting bench, looked at it and sure enough it was called map_0 and was centred where I was standing. I moved back to my spawn to make sure it wasn't centred on my spawn and it wasn't. I then got a map from the creative mode inventory, which was also map_0 and was identical to the first. I then went to another location and made another map on a crafting bench and it was called map_1.

I've been making worlds specifically for the purpose of making map items, because I love how they look, almost since I started playing last june. I've literally made hundreds of maps, on both survival and creative mode.
The first map made on a server is always map_0, regardless of whether it's crafted legitimately, or obtained via inventory hacks, however, on creative mode, map_0 is automatically created when you first spawn, since you can pull the item out of your inventory without moving at all. You can test this by comparing creative and survival maps. On survival the first map you craft will be map_0, and it will always be map_0, unless you obtain one before you can craft it legitimately (in which case that one will be map_0), however, in creative, if you make one on a bench, it will be map_1. The reason your maps appear to show up off center is because you moved away from their point of creation before actually using the map itself.
You can test this yourself in a survival map (or a creative, but you have to craft it) by creating your map, but not actually using it (ie: selecting it as your active tool), and then moving a significant distance away from where it was made. When you pull it up, it will start from where you are standing, but it will be centered where it was made (or more correctly, where you were standing relative to the work bench where you made it.
Honestly, it's not a bug, it's part of the design of maps.
If you want a REALLY aggravating map bug, there's the issue that originally, shift-clicking to craft a map from multiple resources would create as many copies of that map as you could hold (provided you had the resources to do so; ie: if you had 36 compasses and 288 paper, and no other items, you would make 36 copies of the map you made, rather than just one), but a bug caused that to change so now shift-clicking always creates map_0, regardless of where you are or what map you want to make. THAT is annoying.
