So I created a map 0 in my new anvil world today, and it generated the content where I was standing, but it didnt start in the center. Is this a bug or what is this?
The problem is, is that you are using a hacked map. If your map is named "Map_0" it is hacked in. If you had created one, it would have been named "Map_1". The problem with you using a hacked map is that your spawn point is ALWAYS at the center of a spawned map. You spawned in the world, walked away from spawn, and hacked in a map. Because you were a little bit away from your spawn point when you first looked at your map, you did not show up at the center.

I just tested it 4 times, if you make a map without hacking and with no prior maps being created, it will be named map_1
EDIT: And if you are wondering how I made 4 maps so fast on 4 separate worlds, I hacked in 9 pieces of paper, a compass, and a crafting table in creative so it would be directly hacking it from the creative inventory.

Why do you keep saying hacking? If you go in creative and drag out an actual map it will always be map 0. Eachap you individually craft will be a new number respectfully.
All maps in survival are crafted (not including whatever mods). The first one will be map 0 and not map 1. Always has been for me and I know anvil didn't change that since my picture says map 0

The bug is that in 12w08a, it names the first map "map_0" when it should be named "map_1". Prior to the most recent snapshot, all first maps, besides hacked maps were named map_1 (I tested this). However, now in the new snapshot, it names them map_0. This wouldn't be a problem except for this...

All of my maps in my SSP levels from 1.0 and 1.1 are Map_0 and they were all created through normal means since I have no mods. I just created a map in a new world with the latest snapshot and it is also Map_0.

This is the way all maps are supposed to be prior to the latest snapshot.
Map_0 = A map that was aquired through creative or inventory cheat.
Map_1,2,3... = A map that was created in a crafting table.
Map_0 always has the spawn point as the center of the map. I found this out by "hacking" a map into the game during 1.8 when I was far from the spawn point. It resulted me in being far from the center of the map, even though the map had just been created.

The problem is that in 12w08a, the game makes the first map named Map_0 when it should be named Map_1. Because of this, it treats your fairly created map as a hacked map because of it's name. Therefore, it sets the center of the map to be your spawn point instead of your crafting table resulting in the picture in your first post.
If you want even more proof. Make a second map. I guarantee that it will be named Map_1 and that your crafting table will be at the center of the map.
EDIT: I also just noticed that you aren't even using the latest snapshot, so this bug has been a problem for a while, I guess.

This is also from wiki that also proves my point. All map zero's will have their center at spawn. It's only until you get map_1 that you will have a crafting table at the center
Why is everyone disagreeing with WiggyCat? At least back in Beta 1.8, the first map that was CRAFTED (eight paper, one compass, at a crafting table), was called map_1. You could NOT acquire map_0 through "normal means", because it was simply a map which had the ORIGINAL spawn point at its center. Clearly, there is some sort of bug in the newest snapshot, but what Wiggy and I have said, SHOULD be true for older versions.
The centre of the map is the place where you crafted it, not when you first held it in your sweaty little hands...

Maps don't actually have to be hacked in to be called map_0.
Duped maps and maps from the Creative grid are also "0".
