Depending on how they're coded, I don't see why ocelots that are bred only have a chance to be normal cats. Essentially just going with the logic that the one you first tamed is still too wild to be a real housecat. However future generations of it have a higher chance to be more domestic since it would've been already born in captivity. Basically the same reason why all dogs are descendants of wolves too, only not taking nearly as long since well.. Minecraft logic.

My idea is more of a simple and practical approach than just taming and having a chance at being a house cat.
You tame an ADULT OCELOT, you get a TAMED OCELOT. You can then breed it with another TAMED OCELOT to get a TAMED BABY OCELOT. This TAMED BABY OCELOT will mature into a TAMED ADULT OCELOT.
You tame a BABY OCELOT, you get a BABY HOUSE CAT
The BABY HOUSE CAT matures into an ADULT HOUSE CAT, which you can then breed with another ADULT HOUSE CAT to get a BABY HOUSE CAT. This BABY HOUSE CAT will mature into an ADULT HOUSE CAT

No. There are naturally occurring Wild Baby ocelots. If you tame one of those you would get a baby house cat, the house cat matures, and you can breed them to get more house cats.
Taming an adult Ocelot will not turn them into a house cat like it does now, but instead turns them into a "Tamed Ocelot" which will do all of those "uses" that people want like hunting and fishing etc.
If you tame an ADULT ocelot, you get a normal ocelot. It has all of those "Uses" like catching fish and fighting mobs.
