Oh sorry I didn't see that. Yeah, I think it means that the random number for the enchants before you pick one will be less random. So for example maybe if you have all 32 bookshelves it will generate numbers from 35-50 instead of 1-50. And if you had enough bookshelves for a level 30 enchant it would show random numbers from 15-30 instead of 1-30. If this is true it will make piston powered enchanting rooms more popular.
