In 12w01a you can make the world completly flat with only a 3 block high world of dirt. If you play in survival or hardcore, is it possible to play or survive. You have no food and can only make things out of dirt. Not a complaint, just a thought.
I don't see why they couldn't have just modded the default generator to not make hills/mountains/etc. so that the map is still just as high with an underground. And there should be trees, which are easy enough to knock down if you want building area. Maybe even water ponds/lakes with some clay at the bottom.
The 3-layers-of-dirt-only thing is just a jury-rigged version, I hope that they make flat worlds viable for survival in a relatively soon future update.

That probably won't happen as the flat worlds were designed for redstone testing/construction and large scale buildings that tend to only be done in creative mode.

Best reason: probably so you have more height to work with. You'd have around 120 blocks of height rather than 60-70ish, which is preferable to mega-builds.
Step 1: Forget that animals still spawn in the flat terrain generator.
Step 2: Live off of slime balls.
Step 3: Breed with another minecraft human who lives off of slime balls.
Step 4: Wait a couple million ticks of world progressions.
Step 5: Zomboiga Steve has a kid who can turn themselves into a house, who needs wood when you have advanced mutation?
