I think nothing in the game should be able to insta-kill you on easy mode. Also, I think that the best way to buff the creeper would be to make it smarter. Make it seek out high terrain so it can jump on you. Maybe make it so that it hides behind blocks.

They already do a lot of that. Creepers have ambush routines and are strongly attracted to light. I've seen it in action too. They've set up stakeouts right above and next to my doorway, and one time I watched one relentlessly try to reach the torches on one side of a wall I built, until it found a spot on a hillside where it could make an awkward angle jump onto a lower part of the wall, and then it resumed its random wandering in my lit-up areas.
More improvements to the AI never hurt, though. I'll take defeat by intelligence over defeat by strength any day.
I've looked through the ENTIRE 1.9 Features List and Creepers aren't even mentioned, however I found this within the 1.9 PR 5 changes list. If you aren't going to prove to me that Creepers were buffed then I'm going to remain skeptical of your claim.

@Mr.Dispair - If you do not even know what difficulty you are playing on then I can discount what you're saying because for all I know, it could be because the server's set to Hard.

There has obviously been an adjustment to creepers in 1.9 pre. I like that they're a more dangerous, but they probably need to be dialed back a little. I'd say just the range from which the blast can hit the player, rather than the total potential damage.
Also, the kids who swing into these threads with the sole purpose of bashing the OP for being a "noob" or a "*****", or otherwise build their self-esteem by trashing other people should be politely invited to spend their free time elsewhere. Their input is disruptive and sheds the whole forum in a very poor light to the silent majority of readers.

Okay, Ghasts have definitely made my full, undamaged Iron armor useless against them at some points, but I can hardly say much about that...
Again, not 100% sure on Creepers, but I don't mind confirming the Ghasts.
You know what, people. creepers are FINE the way they are. Not too hard, not too easy.

Good! A creeper is to be feared! Practice caution when you see one, or when you are in areas that could have hostile mobs. Cut down trees and level the landscape so you can see where there are mobs at all times. If you hear the hiss, run away and jump, like you're in a movie. I did it once and I went flying and lived, and It was cool ;D
Some people don't like certain levels of challenge, that is why the difficulty setting was created.
This creeper buff takes that and..well, you know what creepers do.
WHAT BUFF!??!? As long as I can remember you could get killed by one creeper's explosion point blank. That is NO AVOIDANCE. If you are more than 3 blocks away you should be fine. As for Ghasts, YES they were buffed. Their projectiles are more powerful but their spawning was NERFED. I love it! I can actually fight and kill Ghasts! hooray!

I've been playing 1.9.5 on Normal difficulty and haven't been killed by a creeper yet. I've come close to dying on two occasions. The first was when I was unarmored and a creeper exploded about 5 blocks away (took me from full health to half a heart.) The second was when I was mining (again unarmored) and one dropped behind me and exploded. I didn't get a chance to see the creeper before it detonated, but I think some blocks got in the way allowing me to barely survive.
The the damage has definitely been increased because I only used to lose about half my hearts at 5 blocks (unarmored) in earlier versions.
I always try to fight creepers in the water whenever I can because it greatly reduces the damage.

Mostly moved on. May check back a few times a year.
I am not a fan of having to hit them 3 times with a sword now. I'm pretty much forced to kill them with a bow on my SMP server. Add in any amount of lag and its pretty much impossible to kill them with a sword.
