I don't see how it would be beneficial to the game. A set of rules in an adventure map seems fine to me, because you have no idea if one of your tests will be impossible to beat. In countless maps you are forced to cheat around an obstacle because of an error, and if you can't break blocks whatsoever, then your map is pretty much a failure.
Think of it like this. You aren't allowed to destroy terrain, you aren't allowed to craft, you get quests from NPCs. Kill monsters, level stats, etc, etc. It would be an RPG mode if it was ever implemented. I don't see it happening soon though, if at all.
In that case, almost all of the quests and content would have to be user-made, sort of like Galactic Adventures (A SPORE Expansion Pack) to avoid things becoming too dull.
