I... don't support this, I just support doubling the max height, I've heard it doesn't have much of an adverse effect on decent computers, the system you propose I don't think would work at all within the current chunk system, and I see no reason not to just double it naturally and leave anything beyond that to modders who can add more.
Signed. Needs increasing somehow. Possibly give users the option to double or triple the heightmap at worldgen. But I would like the terrain to make huge mountains that go up that high naturally too.
The only thing you can want from Notch now is maybe a little slider to set the map height before the world is genereated...
That is exactly what I'd like to see, an option on the world generation page that lets me select a 256 or 512 etc. height limit for a new map. Native support for greater height limit. Majestic mountains, deep dark oceans and grand cave systems, without the need of a mod to do something the game code and my computer are capable of.

I also believe that 256 meters below sea level, there should be a lava table, 32 blocks thick at a minimum. Below this monstrosity (which could only be burrowed through with buckets of water, a bunch of diamond pickaxes, and a wanton disregard for "subtle" hints), there would be increased chances of small lava pools, as well as greatly increased mineral spawns!
Notch edited the code to make the limit easily changeable. There are mods that make the limit 256 and 512. I can't believe you never heard? He's going to implement alternate limits soon.
The goal of this petition is to demonstrate to the company that produces Minecraft (hereafter named 'Mojang') that the users of Minecraft are invested in obtaining an increase in the vertical limit of the map, i.e obtaining the ability to build above the limit of natural terrain generation. Arguments in favor of this Petition
1) While it is understood that the process of creating additional chunks above the height limit of the map would increase the amount of memory used by Minecraft, the change proposed above would not necessitate the creation of chunks across the entire area of the map. Such a change would only require the ability of the game to form new chunks as needed in response to the actions of the player (ie, attempting to place a block on level 129).
2) Increasing the height limit would enable the user to create structures currently unsupported by Minecraft, such as scale models of certain buildings, or constructions built atop mountainous terrain features.
3) The amount of additional memory consumed by the game would be passively determined by the user, and would not increase the overall memory load so long as blocks are not placed above the limit of naturally generated terrain.

Native support for the feature would be preferable to a mod. The game can generate a horizontal world larger than an Earthlike planet, but elevation is limited to a 128m range. That means the mountains and ocean/cave/canyon depths are practically two dimensional. Modders have shown that the code can handle an order of magnitude greater Y variation, why not support it as a feature with a slider in the world generation menu (the default can be 128, but if you're willing to wait or your machine can handle it, why not offer the option for more).

When, and in what context, did they make that statement.

There are already several mods out that increase or decrease world height/depth as you wish. There's at least one out for 1.9 pre-release right now. As for those of you telling people with low end computers to just get a new computer, that's a silly argument. Not everyone can afford or is willing to pay for a new computer. Life would be so much easier if the solution to everything was to get rich.
Like everyone else is saying, doubling the height will only make the game slower. Also, if you guys really want to play with doubled heights, then just use mods.

It shouldn't be necessary to use a mod. The addition of a slider for height limit in the world generation menu under "More World Options" along side the seed entry pane would add more customization to each players game experience.

Which is why it would be a non default option.
The game code can do it, there is obviously a fair deal of demand for such an option, why continue to force people to use mods? One of the great features of Minecraft is the nigh infinite expanse of the world - sadly that world is also nearly two dimensional.

It'd be even cooler if the whole system was redone to make the height generate as needed as you go higher, the same way it generates on the horizon as you move across the landscape.
My understanding is that at present it generates from 0 to 128 of the entire block you're on and all those you can see/are in range.
It'd be neat if each 0-128 part of the chunk was split into 4 0-32 height blocks and only generated the ones in view and according to your render distance, similar to what's been done for the actual visual rendering.
So, if you were at sea level (lets say height 65) then it would only generate the 33-64, 65-96, and 97-124 chunks, but not the 0-32 (extreme example with only your chunk and adjacent chunks).
But if you went up to 120 height, then it would only generate 65-96, 97-124, and 125-156 chunks heightwise.
In this way they could put the sky dimension in 125+ and the nether in -1 and lower, and then add more dimensions/height below and ontop as wanted, and people could build infinitely tall as well as infinitely wide, and the total viewable/possible height would be as changeable as the viewable width is currently.
I'm pretty sure that's been discussed by Notch before, but the current way things are setup doesn't allow it, but it'd certainly be cool if Minecraft was redone that way. Would be awesome to make a tower extending from the depths of hell all the way super high into the sky.

...
There still needs to be a sea level and a limiting factor on how high the terrain itself will generate within. The mountains need caps, and so do the ocean floors. Having a base for bedrock or a pool of lava with infinite depth would still need to set. That's a great deal more variables to introduce than simply allowing the Y limit to stretch under the current code.

I have a high end computer, and 256 is as high as I can go.
Then don't turn the option up, or in the OPs design don't build above 127 - nothing would change for you.
