Like if I find a picture of something i'd like to build in 2d on the game, is there a program where I can upload that pic and it will turn it into different colored blocks which i can use to create a pic of it in the game?

Google is your friend.

Look for templates or something. Or you could be creative and attempt to build your picture without one.
