if there was a dust storm aka fog on low setting it would have to not affect you in a building or some kind of enclosure because otherwise it wouldnt make sense also it would make doors more useful because it would keep out fog and dust storms

Lightning hitting random places when the rain is too strong (if it hits you there is s huge chance of instant death).
Having a seasons cycle (taking a long time, of course) would also be nice. Then the seasons/altitude/etc deteremine the chance of each event.
Temperature would also be nice - when it's too cold you have to dress with heavier clothes or you slow down/take damage - when it's too hot you have to drink more water or you dehydrate (that would also require changeable clothing and drinking water, which would also make nice additions to the game).
If we put in lightning, it should strike the highest points first, so that you don't have to worry about it hitting you if you're in a valley, as opposed to a treehouse.

Okay, hail shouldn't damage you unless it's size exceeds a certain size ( about one 1/16 of the height, width, and length of one block ) , but no matter the size it should effect how well you aim ( from minor swaying too large jolts ) .
Sand stroms should be comprised of fog that varies of magnitude.
UFO comes down, temporarily spawns an alien with a ray gun. The alien would go around, take some samples (mushrooms, flowers, trees) and then leave in the UFO. While on the ground, it would shoot anything within range.
If you killed it, you'd get rare drops (glass, cloth, OPblock, etc.), but the advisable route would be to stay out of the area.
Fire , after a drought , a dry thunderstorm come and if lightning take a tree , a fire start to burn wood , leaf , flower . Ash can be grey cloth block.
tsunami : after earthquake , a wave of 2 to 6 block high destroy your island XD
I think that any options for weather included should have a toggle option.
Just because I don't know if I want volcanoes, and U.F.O.s, and Earthquakes...some sound fun, but I don't think I'd be up for all of those constantly happening.

Icenisse what your referring to, 'perfect dirt for flowers and plants' is actually much more commonly known as fertile land, but it is correct that land near volcanoes, more the volcano is very fertile land, the ash that spews from volcanoes that cause the fertile land should be in Minecraft too so if we want a small farm on a volcano we can see the blocks of grass and whatnot that the ash landed on.

Put your hand on a hot stove for a minute, and it seems like an hour. Sit with a pretty girl for an hour, and it seems like a minute. THAT'S relativity.
Some of those things in the OP are, well... Outlandish xD
But basic weather, such as rain, snow, sun, (normal), and really hot could be valuable aditions. Imagine in multiplayer survival, if an entire community must resort to being nomads or maybe cannibals because of a long high heat period killing all there crops.
Also, it'd probably look in code a little like this (no idea, I'm not a coder, but I know a tiny bit):
IF WEATHER = HOT MOVE TO NEXT STEP
CALC RANDOM 1 SECOND INTREVAL - X Y Z
DELETE GRASS AT COORDINATES REPLACE DIRT
And so on, with trees and shrooms, ect.
