When I alter blocks around it, it will behave as normal:
Note that this lava is at the very bottom of the map, perhaps this is related? Unfortunately I died shortly after taking these pics, so I don't have a save of the level to link to (and no, it was not a custom map).
The bottom layer of the entire map is covered in lava when the map is generated. However, when maps are generated, physics do not work at first, like floating sand. This also goes for the lava at the bottom of the map, it won't update unless a block near it is updated.

Nope, lava can not be raised unless there is a higher source.
