I installed a texture pack that as some glitches so I wanted to re install it. Is there a way without uninstalling the game? I forgot to make a backup of minecraft.jar.

Find and delete your minecraft 'bin' folder (make sure it's the one in your minecraft directory, don't just go willy nilly deleting bin folders) but leave all your other folders in place, next time minecraft starts up you'll have a clean Jar with all your saves.
Other than mods nothing is stored in the Jar file. A Jar is the Java equivalent of a .exe or .app.
I'm sure you could just delete the minecraft.jar file, but pulling the .jars down shouldn't take too long and it makes sure that your whole install is clean.
