As for making the clock, you would need to use the 4 PW clock from the wiki. This clock is the fastest clock that does not burn out torches.
When building a redstone torch signal ladder, make sure the wire going to the bottom torch goes to the block *under* the torch, not to the torch itself. Otherwise the torch will power the wire instead of carrying the signal.
Now, I'm aiming to have flashing redstone torches on top. I'm a noob with redstone. Don't troll.

Is it possible to make a clock to fit in that area, and if so, how?
Note that the iron blocks and the gold blocks inside them are one level above the rest, but that can be removed if it makes it too tricky.
