Yes they should explode. But I wish there was an option for if they are in the game or not. Like some servers might want to be a build/rp server but still have enemies without worrying about their buildings exploding. Or greifers using creepers instead of tnt as their tools.

If you ever drop your keys into a pool of lava, forget about them, cuz man, they're gone...
Whats Wrong Wit Yall!
Creepers are my favourite monsters because of how they destroy the buildings of unexpecting Players!
I love how dumb people who don't check their back at night die and loose sh*t!
Removing Creepers would ruin the heart of Minecraft (Because the're so loved)
The way I keep creepers into play, but not have them destroy EVERYTHING, is by replacing the 2nd to top layer with obsidian. That way, even after they go boom, the ground is still intact.
Creepers are awesome mobs. I haven't encountered them on a multi player yet but having them in single player is quite interesting.
Walk out the door, check both ways, no mobs, turn around. BOOM! Respawn collect back all items BOOM! Must say encountering 2 creepers at my front door without ever seeing them was quite an adventure.
Also you learn to remember to close your doors after looking in from the outside to see a sitting pretty inside your house looking out at you.
There are two issues with creepers in multiplayer.
Lag, no getting around it, this is bad.
And
Mechanics. The mechanics of creepers are different in multiplayer, in single player they will not explode unless they are above you or level. So being on the highground makes you very safe from creepers. In multiplayer they blow up even if they are lower than you.

+ + = BOOM
It's just to fun!!
