Regarding claiming a location (say someone went the right distance to Bravil and wanted the place marked), we should set a block type to use for flagging locations, and another for confirming them (if at least 2 people check the distances it should mean a lot less slip ups) Also a sign saying what precise part of the area this block represents (I.E. "Bravil north gate, middle of door"). Also to be able to do measurements in numbers of blocks / jumping on blocks, another block type could be used specifically for that.
Seeing as we'll only be needing actual material blocks for the majority of the build, I propose we use something like furnaces, workbenches etc.
On the problem of the 1:16 Nether scale for the Oblivion realms, don't portals do something different in SMP anyway? Like send you to another server?

i just did a quick search and found this (http://www.projectmanager.f2s.com/morrowind/TESAnnwyn.html) which could save you some time getting started. if you could get a basic height map and use one of the map editors for minecraft that can build from height maps, you could start with a basic layout and then fill in all the details (tree, buildings, walls, dungeons, ground type (grass, rock, etc), etc)
with the help of TES4:Construction set, I have determined that the solid part of the outer wall (the wall without protrusions) is 292 meters in diameter.
I have used both in-game and TES4:CS to measure a lot of the sizes of the city, and have been working on building it for some time now in single player.
Here's the outer wall from the outside, as you can see it is missing the protrusions and merlons above it for now.
I have started the wall to the Palace District, but the interior is lacking for now. You have to remember that I don't have the luxury of /item like you guys in multiplayer do.
Wow this looks really good, but there's one really slight hitch though, after playing through it in a while, drawing each district in detail for construction I've noticed as some of you may have, a fairly large amount of buildings on the elder scrolls don't always match the outside... As in a lot of them do look smaller on the outside then they actually are on the inside. now this probably wont be a problem but in some districts there maybe a shop or house missing in a few places.
The fact that blocks are much thicker then the walls in oblivion probably isn't going to help either haha. But shouldn't be a problem overall.
The Imperial City, fortunately, is the same size on the internal cells as the exterior cells.While this may not hold true for individual buildings, it certainly makes it easier to know each district can literally be copy/pasted into the wilderness cells (the Imperial City from the outside) and still be the same size, and all would fit perfectly.
Also i have a ton of measurements you guys could use, like height of every wall, diameter of the palace dome, the width of the walkways, you name it, I can tell you exact size. And I'm kinda getting tired of this project, as it's taking too much of my time, and if you guys can show that you are serious about finishing it, I can give you my save and provide you will all the measurements you would need.
This would be absolutely ridiculous, although how would you do it? You'd have to rebuild every piece of the land, hill by hill, etc? It would take forever to clear (assuming you start on a random generated server), or forever to create from scratch as you'd have to lay EVERY block.
Also, each cell in the game is probably much larger than its exterior, although I may be wrong. Regardless, I would be interested, although I'm extremely OCD and I wouldn't want to work with people who half ass things.

For the most part, almost everything in Oblivion is the same scale and do not conflict with each other.
The interior cells of the Imperial City can be copy/pasted into the exterior cells and fit perfectly.
You can do the same with most houses, too.
Sadly, I will not be able to participate in this anymore. I had high hopes, but it turns out that i've been handed a big load of schoolwork to deal with over the next few weeks, and as the semester dies down more research papers will be due, hence I have to allocate my time a bit better.
