First We'll Start off With the rules, and the punishments for breaking them:
1. Griefing=Permaban(IPban too)
2. Shafting (Mining Straight Down) is not allowed. 1nce=warning 2nd=kick 3=kick 4=ban and if you come back and do it again, Permaban
3. Please be in character. to ask a question that's out of character put Brackets [ ] around what you're saying.
4. the use of the following will result in a ban, and if used for griefing, griefing penalty takes affect: TNT, Flint and Steel.
5. Hacking is not allowed, Anti-Griefing Systems are in Place to Disconnect anyone with a Hack. if Hacker gets through, Permaban followed by an IP ban
6. If someone yells at you or hits you in character, you have to roleplay it out.
7. going inside my Castle (Designated by a golden gate) without permission will result in being thrown in the dungeon (which you must roleplay out). But don't worry, we won't keep you in there long.
8. Certain roles only have certain Permissions. we will go over this next. defying your role will result in penalties in this order. 1 time: warning, 2 times: kick, 3 times kick and another warning, and 4 times=Ban
9. weapons like swords and bows are illegal, cities have the right to jail you if you are seen in public with one.
I'm sorry the rules are a little harsh but i just wanna keep the griefers from winning, and staying true to RP.
Role and Permissions so far:
Outsider: you are pretty much not allowed to do anything, and defiling land or cutting trees will give cities the right to jail you for a limited amount of time. You are promoted from this once you go through the process of becoming citizen in a city. you are demoted to this when you leave a city to go become a citizen of another.
Settler: A citizen of a city. can gather resources, put up signs, and place chests, but cannot build.
Can also apply for jobs and trade resources.
Carpenter: Carpenters can do everything a Settler can do, and they can build houses for money. They can gather all types of resources and sell them for a profit.
Government Merchant: Has the ability to do everything a settler can do. Can build small market stalls but requires a carpenter to create a market building. Government merchants are in place to keep the economy running and are one of the only roles that get regular shipments of materials straight from the Admin. Government merchants can also hire a subdivision of merchants called caravans that transport supplies between towns. both of these roles are government funded.
Banker: Bankers Are in place to do loaning and to store money for people. they are government funded and do not rely on public income. NOTE: Any banker caught stealing will be perma banned followed by an IP ban.
Royal Knight: Royal Knights are the Guards and the army of cities everywhere. this is the highest paying, but most dangerous job. Royal Knights are government funded and any Attempts to bribe them will be met by a higher amount of money. NOTE: Knights suspected taking advantage of this will be interrogated, and if caught, banned (not forever)
Moderator: Moderators are out of character lookouts for anyone breaking the rules. In character they assume the roles of Royal Knights.
Administrator: the Administrator is the Owner of all the land. he funds anything that needs funds to keep the economy running and the people of his country happy.
King: the king is a job earned by applying for it, or earning great honour among the Admin's Royal knights.
Kings can establish new cities but require the help of carpenters to build them. kings are able to to anything a settler can do.

Not sure if you care about griefers or not on your server, but iDexter (MC name StormvOlt) is a big time griefer. I would not let him onto your server if you do not want someone playing nice meanwhile destroying your server in the background. He befriends players and admins whilst stealing peoples items, destroying chests, and duping items.
We banned him from our server, you can begin to see why here.
You're aware that most of the IP's (yes, that apostrophe is used correctly) that you're posting are non-routable addresses, right? The 192.168.0.0/16 range is private and the 127.0.0.0/8 range is for loopback interfaces only. It sounds like you need to become acquainted with a little concept known as "port forwarding". Google can help you from here.

How about telling me why i can't OPEN Ports? Or is that the same as Forwarding? Damn you internet, you seem to be smarter than me.
Hye just wondering if u could give me an update on how the IP adress is going, as i said b4 i really want to be a part fo a rp server and this one caught my eye, but anyways i would like to be able to actually get into the server first xD any ways have u opened the ports yet or wateva u have to do?
an IP starting with 192. is an ip that is on your own lan network so we won't be able to access it from the www

Actually it's 192.168.x.x that's non-routable (i.e. can not be routed to the internet), not 192.x.x.x. Along with 10.x.x.x, that is. Any IP in 127.x.x.x is called a "loopback address", in that it "loops back" to your machine for internal networking purposes.
http://whatismyip.com/ is a good call though, that will show you your external IP, so long as you're not stuck behind a (possibly transparent) proxy.
