And I want to hear you're opinions on this..
That you must apply to become a civilisation.
You must provide details such as names and leaders and the like.
And you MUST build a centeral hub building.
It can be anything..
As long as its a centeral hub.
Then before rping people may choose to join you're civilisation and build under you're law.
Of course seing as if you're the Mayor/Leader/Pharoh[sp] Etc you may decide all kinds of laws.
Enforcing a tax.
A curfew?
Etc.

Most [ If not all buildings] must be a atleast quite close to the main hub.
As this will provide structure to you're city.

Of course you will still be able to set up mines.
Or underground buildings.
Or crazy devoted mystical tree lovers?
