How do I make blocks permanent in my server?

I've been to servers before where only certain people can destroy blocks, how can I do this to my server? Maybe somebody can point me in the right direction.

You may be looking for the Cuboid mod, here: http://www.minecraftforum.net/viewtopic.php?f=1012&t=43540. It allows you to protect an area. I'm not sure if it can protect specific blocks though.
