This is the EU we're talking about here. They're only interested in socialism because it gives centralized control, not because it so much can be used to benefit the common man. That Europe finds socialism amenable in popular elections and it can be supported by democratic means is totally unrelated.

The EU as an entity, much like some aspects of our Gov't here in the States, is a bureaucracy and as such often makes choices which simply perpetuate its existence and the existence of its mechanisms. Socialistic policies are those that 'socialize' something; for instance, socializing the cost of higher education. In Greece until not long ago, higher ed was free (that is to say, the cost was 'socialized' - spread out across the society.) even the U.S. has numerous socialistic policies but none quite as socialistic as that.
Europe has a long history of what are called 'social democrats' - people who understood how to properly balance higher taxes and social programs to benefit the people, and thus could attain popular support - and expect popular support - of such policies.
The EU may be socialistic as a whole, but the apparatus itself is decidedly a flavor autocratic. The socialism and democracy (social democracy indeed) is merely cultural.
EDIT: what I'm saying is, there's really no cause for outrage. This is what the EU is and what, based on that, what it is supposed to do. The function of centralization is not, um, democratic. (Think about the simple logic.)
