Only things this will help with is roofs that use stairs. Mine always have a weird block sticking out.
Tell that to my spawn point structure. It's an elevated platform with stairs leading down on all four sides. For the corners I put half slabs. Doesn't look as weird as a roof but I'm sure it could be better.

I don't think there will be as many issues with this as people think.
The bit Jeb is 'not sure about' is the stair pattern on the red and orange wool. You will notice that, on each coloured rectangle, the stairs are laid out with a gap between them, so that you can see their orientation. Next to them is the stairs put together.
One of the stair blocks on the red wool has morphed when it should not have, the one closest to the green wool. The same with the pattern on the orange wool, also the block closest to the green wool.
Once Jeb works out these bugs I think the system will work fine. But really, how often do you arrange them like that anyway?
EDIT: might actually add this to the OP.
he should make it craftable, then i'll support it.
You shouldn't say that until you have had a chance to test it yourself.
I actually think that this system will be better than having a new block to serve this purpose. Why?
If we had a corner stair block (or two, one for interior, one for exterior), then we would need a crafting recipe (what would that even look like?) to create a whole new block to clog up space in our inventories and hotbars. And if you accidentally make too many then you have wasted resources on a bunch of corner stairs, that you only needed a few of, that now take up room in your chests. Because they don't stack with regular stairs of course.
And it would be much quicker to build with this way as you don't have to swap between stairs and corners.
The only downside of the proposed system is that stairs might perhaps morph when you don't want them to, or not morph when you do want them to. But it would be a pretty easy workaround.

1. What's the problem with having two?
2. Making up a crafting recipe is the easiest part of all this.
x = material
o = nothing
o o x
x x x One quick, random recipe that requires a crafting table right there.
o o o
3. Clog up our inventories? Chests exist for a reason.
4. Accidentally crafted too many? You probably deserved it for not being careful. That can happen with every block.
5. It's true that it is quicker this way, but if they were a separate block, they would add a lot more possible patterns. Not only that, it won't ruin existing patterns people have.
6. There's no workarounds on certain stuff because they will always morph when you put 3 stairs in a L shape.

New block or don't add at all.
1. The problem with having two is that you have two instead of one. Mojang don't do it that way. That's why there isn't a separate block for upside down slabs etc. It's more intuitive to use the same block, and easier for players who may not know everything there is to know about Minecraft.
2. Making up a crafting recipe is easy, well done for pointing that out. The point is that if it does not make sense, players will have to look it up every time until they remember what it is. Yours does not make sense and I can't think of one that would.
3. Fine, lets clog up our chests. And besides, what if you want to use them? Makes sense that you would want stair blocks too, and perhaps some dirt for scaffolding, and some building blocks for the walls, and some glass for the windows, and I have to clear out some earth so I need some tools, and possibly a weapon too, torches goes without saying, perhaps some backup materials in case I run out... Grr... Why is my inventory always full!
4. Silly me, everything bad that happens to me is my own fault. Why, oh why, did I hold down shift with an excess of materials in my crafting bench. If only Mojang didn't make corner stairs a separate block... I'm going to rage on the forums now.
5. I can guarantee you, it will not ruin existing patterns.
6. There will be workarounds, depending on the order in which you place the blocks you could get it to not morph. It's how it works with rails and corners now. Don't you wonder how rails don't morph themselves into circles when placed side by side?
And besides, if you are placing them in an L shape you probably want a corner stair.
Once again, do not judge it until you have tried it. Trying it on a mod is irrelevant, they are not necessarily going to work the same way.
I'm going to come forward and just say that I, for one, am not in support of this addition. Actually, to be fair, I'm having a great deal of reservations toward some of the decorative additions they've been announcing. Here's my breakdown:
- Corner Stairs: I could not tell you why, but this just doesn't strike me the right way. It's always seemed more natural within Minecraft to not have corner stairs. The whole 1/8 block chunk just kinda takes away from the pleasant blockiness. Now, before you all jump to say "Well, what about repeaters? What about this? What about that?", I know it's been done before, but the stairs have always seemed natural the way they were, and from jeb's comment, I think he may feel the same way.
- Picture frames: I support these, no question.
- Flower pots: I think they are superfluous and unnecessary. I suppose it can look nice, but what I feel is that it, like corner stairs, is a purely aesthetic addition that detracts from the low-res blockiness. Useful non-blocky blocks, I can accept. But it irks me when they make decorative blocks that aren't blocky. It feels like the entire dynamic and path of the game is drifting ever so slightly away from chunky to a more smoothed out appearance.
-Cobble fences: Superfluous, but ultimately benign. I'd not have added them, but I don't feel like it's terribly detrimental to have them added to the game.
-Dyable Armor: I suppose this will be useful in pvp servers, but I don't know that it was necessary to open it up to any combination of hundreds of different colors via the whole Fx00000 thing. I'd have liked to have seen it limited to the available dye colors, but I suppose it's not a terrible thing to have more color options.
This all being said, I am fully aware that these are being added, and I can accept that. They're not game-breaking, they're optional, and they are fairly useful for some decorators. I may or may not use them in the future, and I accept that not everyone will agree with my views on them - and that's okay. These are just my feelings on the new announced blocks.
This is a quote from Dinnerbone, for those who say it's not 'Minecrafty'. Sums it all up pretty well, in my opinion.
"So if something is smaller or equal size to the player, it should not be customizable at risk of no longer "fitting" minecraft?
We have ~286 different items, excluding variations of items, that can fit 5 slots in many different orders - that's a lot of customization we already have. We also have particle effects of any colour, kinda like this in a way where if you have multiple effects they merge into one colour, so that's a huge range of customization right there. Add skins and cloaks and I guess we stopped being minecraft a fair while ago :("

Why can't people just enjoy the game. You aren't forced to use any of the features, so stop complaining about them
Good. Hope these will also work for upside-down stairs (probably). This will add a lot of flexibility not only for stairs and roofs, but also arches and domes. The workaround with full block and half-slab always looked odd.
There are probably some patterns that will be rendered impossible to make by this change. However, I guess these are extremely specific compared to stairs/roof. (if this affect you, post exemple of your build that would be affected by this change)
As for adding a new recipe only for corner stairs. No. If this were to be done, how about (disclaimer ; I'm not pretending anybody is asking for that) a different recipe for stairs pointing toward the outside of the corner (those with 1 1/8 block at the top) and those pointing inside the corner (those with 3 1/8 block at the top). These two are equaly different from each other as they are from normal stairs. That's 3 recipes. The system where there's one recipe and the way you place the block determines its form and direction is simpler and less demanding in inventory space, and also the norm with piston/stairs/door/trapdoor/button/lever/halfslab/woodblock. Adding one exception only complicates the system for no reason. That's like adding a different block for corner fences.
And speaking of fences ; They used to connect only to other fences, but since late beta they also connect with blocks. At the time of the change, some people complained that this ruined their build. Right now, I pretty sure nobody would argue for reverting that change. I guess the same will happen with this.

This is something I haven't read anywhere so far... Or at least I didn't understand it if I read it...
Is that what Jeb meant with "Normal shapes behave as expected"??
If not, the basic assumption is that it will morph independent of the order of placement, making regular unmorphed "T"s of stairs impossible.
This is one simple everyday situation where we would NOT want a corner stair, Two separate houses with separate roofs side by side.... something maybe impossible with the morphing thing, unless it depends on the placement order:
Why can't people just enjoy the game. You aren't forced to use any of the features, so stop complaining about them
Did I sound like I was complaining? Maybe if you weren't a violently loyal fanboy foaming at the mouth over anyone "bad mouthing" a feature, you would see that I am merely stating my opinion on them. Just because my opinion isn't the same as yours doesn't mean I'm compaining. I'd urge you to reread this part of my post:

Dont play SMP then... Everyone will use these features so you will see them everywhere xD (Note: with everyone i mean almost everyone)
Also you say that they are non blocky... I dont get it... I think everything looks blocky as hell
Like I said, I accept that they are a part of the game, none of them bother me enough to stop playing SMP. And yes, they're blocky, of course! I just mean that they take on new, more detailed shapes than we usually see in the game. Again, not a terrible, nor game-breaking feature, just not what I'd necessarily lend my support to.
Jeez, it feels like I have to be extremely on the defensive side when posting, lest my disapproval be misjudged as complaining.
Looks like you will just have to place corner stairs the same way you place minecart tracks. Place, destroy, replace, destroy, replace. Might get a little annoying but it's worth having

1. Upside down slabs don't morph.
2. Not all recipes make sense already.
3. Make another chest. That's like saying they shouldn't add anything ever again because it will just consume space.
4. Exactly
5. & 6. How would you know? You haven't tried it either. Just like you said, don't judge it until you've tried it. At least I've tried something very similar to it.
Just for example, what if someone wanted to make this pattern for whatever reason?
Now they can't because it would just morph into this:
You completely ignored the new possible patterns with a new block, that's a pretty big thing. If they work like rails, then I would be fine by that, but we don't know that yet.
Oh well, at least it's not gonna ruin my two-sided fireplace.

1. Technically slabs morph upside down on placement, but that isn't really relevant. The point I'm trying to make is that it's not the Mojang way to add different blocks in this situation. That's why they are doing it this way.
2. Really? Which ones? They all follow some sort of logic or pattern, at least in my head. The most obscure one I can think of is the jukebox. But I think even that is logical since it follows the same pattern as the noteblock but with a diamond instead of redstone. Diamonds are rare, music discs are rare, etc.
3. That's not the point. It's not that space is an issue, Minecraft is infinite, it's that it should not take up additional space if the block is only used in tandem with another block that it is so similar to. Why not just make those blocks the same?
4. Precisely.
5. I can guarantee you it will not ruin existing patterns. The block will have a certain data value that is different from existing stair orientations. Unless all the stair blocks in an existing pattern are broken and replaced they will remain as they are.
6. You're right, I haven't tried it. But Mojang always make sure that what could be done before, assuming it is not a bug, can still be done after the feature is altered or tweaked. I have faith that there will still be some way to lay down stairs in the way you want without them morphing into corners.
If they don't then I will happily concede the point to you and join your viewpoint.
Some players may have trouble getting the pattern they want, sure. But I think it will be worth it.
That's a good point, hopefully making a corner stair and then removing the 2 adjacent ones it 'morphed' to will leave it as a corner one. I think that would solve most of the placement issues. I still stand by my view that they should implement a full Redpower style sub-block system eventually though.
I believe that Notch once said that if he wanted smaller blocks, 1/8th block for example, he would have just made all blocks 1/8th blocks. He even regretted adding in half blocks, so something like this is unlikely to be added.
Tell that to my spawn point structure. It's an elevated platform with stairs leading down on all four sides. For the corners I put half slabs. Doesn't look as weird as a roof but I'm sure it could be better.
