Potions and sprint added a big complexity boost to PvP, but I think horses might be an even larger addition.
They are so fast, and so sturdy with horse armor, that a player on horseback has a huge advantage. You could act as a mounted archer, and yet always stay out of range of your targets. If they flee, you can catch them most places.
And a player on horseback in full diamond gear with a wolf pack for backup is probably the ultimate in PvP...
Also, with the way leashes work, horse-theft also seems quite possible, which I find amusing.
In other words: everyone in PVP will use a horse and gear it up to hell.
It doesn't really add that much to PVP beyond what we already had: get the best gear possible and smash everyone to bits until you run in to someone with equally powerful gear. There won't be much more skill added since horse combat is just ground combat (which required no skill to begin with) with people moving a lot faster.

As horse armour makes the horses move slower there actually will be added more decisions, for example an archer orientated player would prefer a horse without armour for the quicker movement...

I haven't noticed a difference in speed between an unarmored horse and an armored one. How about the jump height on horses though? You could easily outmaneuver another player being able to jump 4 blocks high. Skirmish tactics look like they are going to be more common. Splash potions of swiftness and invisibility can give players the ability to perform quicker ambushes too...

I'd like the horse armor to "pop" out of the horse like it does on the player. just my opinion but it would look nicer. And if you can enchant horse armor (I bet you can) You would be able to see the enchants

Heck yeah. Hopefully Mojang will actually add spears now, since there's a big reason to do so. Spears should be stronger against horses and have a slight damage boost against armor but have a lower attack rate, and maybe even slow you down while carrying one.
I have to say, I think the Mo' Creatures horse system is better than the one Mojang has implemented, but in terms of PvP:

Why dont you just wait until, oh I dont know, when horses are actually finished before you start beating Mojang's backside like a rented mule.

Let's face it, even though horses are not finished this is roughly what we are going to get in 1.6. The polishing will come in later snapshots. After all, the Wither was a terrible boss when he was first introduced in the snapshots... now he's a terrible boss that explodes when you spawn him.
Thing is, you don't change a gear-based combat system by adding more gear. Horses don't add a new dimension to PVP, they add a new thing to grab and gear up before you can fight other people who have top-tier gear. It's not that horses take away from the combat system, they just don't make it any better.

They add a new variable to situations. It is a big thing on its own, but when you combine them with things like potions and enchants it really gets complicated.
For instance, you and the horse could have a Sprint II potion, and be pretty much non-outrunnable, even to other horses. Or it could look like a mounted player has the advantage, but oh wait, the other dude has a Fire II sword... can he get to water in time? Or what about the time it looks like the mounted player has the advantage, but then he is led into a piston trap of some kind? Or the adversary goes into a dense forest horses have trouble with...
It isn't a black and white thing; it is usually better to have a horse than not it would seem, but they do have weaknesses too, which is balancing.

That's probably just critical hits giving bonus damage. You're above your target so it gives crits.
