Why was this change necessary? Why? Do I really have to travel 5 miles with the messed up animal spawning to find cows, bring 2 of them 5 miles back, breed them extensively, and slaughter 75+ of them just to max out my enchantment table for random enchantments that I may or may not want? Did they actually sit down and think about how this would be played or did they just write down a bunch of arbitrary rules on a sheet of paper, tear it up, and draw at random? What does this change have to do with the rest of the update? Is it "not in the spirit of Minecraft" to have books that can be made without leather? Does Jeb even lift?

Why not? Binding books with leather in more primitive times was very common. Paper covers are only used now days to keep costs down and it's easy for them to crank out thousands of them so books are less rare.
Honestly finding cows and breeding them is not that hard. Not slaughtering every animal in sight to stuff down your gullet would likely help.
because it makes the game more rewarding instead of the 20 minute journey that was reed farming. you now have farming, exploration, herding, and breeding/ slaughtering. it makes the game worth it to play and it encourages exploration. its about the journey
Its just to make the recipe seem slightly more realistic, books do need some sort of binding. I think the recipe change is fine, but I do wish they would have increased leather drops because of it. Leather armor barely gets made already and now it has to compete with books, not to mention how much more time consuming it will be to build any sort of library now.
Servers with a mob cap or other limitations should also add alternatives for obtaining things like leather. If you take some you must give some.
Even on servers with no limitations placed on them can have no animals, or even simply no cows and only other animals, though it does make the recipie a bit more realistic, and enchanting a tad harder to get, the animal issue is really more of a server issue than anything on Mojang's part.
While I'm fine with it for SP, there needs to be another way, as many multiplayer servers are near animal-less, makin genchanting near impossible.
If a multi-player server is animal-less, it is in part because the server admins are making it so via plug-ins and mods and explicit policies trying to keep passive mobs from spawning. There are some Bukkit plug-ins that limit the total number of mobs that may spawn on a server, and those are indiscriminate between passive and hostile mobs sometimes.
The only thing you need for having passive mobs to spawn is a large patch of grassland that is at least 24 blocks away from other players, no further than about 50 blocks away, and a little bit of patience. I've had them spawn on multi-player servers before (I was on a SkyBlock server explicitly... so they couldn't have wandered in from elsewhere) and the vanilla Minecraft servers certainly don't keep them from spawning. They will spawn even underground, assuming that you have grassland which is well lit (light levels 7+) and plenty of overhead room for things like cows to spawn (at least 2 grass blocks in any direction and two blocks above the grass as clearance). I have had cows spawn in as few as just two blocks of grassland.
In short, I don't believe you when you claim it is in short supply on servers except for admins who simply don't want them spawning. If the admin tells you it is a Minecraft bug, they are simply flat out lying to you as it is something they have configured to keep them from spawning... or perhaps they are being hoarded by a few players who have massive numbers of passive mobs on those servers (thus hitting server mob cap limits). If the server is hitting a passive mob cap limit, that sounds like a social problem on that server and not a technical problem.

No, servers without limitations will have cows, one way or another. Trade with other players, explore more to get new chunks or just wait. Animals still randomly spawn in the world, although very rarely. If you still think it is a problem you still have the option of creating alternative ways of obtaining leather even on servers without any limits.
The only issue that I see is that cows should drop more leather when killed. You pretty much have to establish a herd now for enchanting, but once you've done that it just becomes tedious. I say double the leather drops and it's fine.
I like the change, it makes leather more useful and makes cows more mandatory.
We usually make it a point to settle somewhat near cows and chickens (unless we've gathered a ton of eggs exploring) to make life easier since you're gonna want both.
And, I only needed about ten bookshelves to get level thirty enchantments. But, it does cut down how cheap enchanting has gotten.
You need 15 to max out your table. I don't consider enchants to be cheap by any means. They cut the xp gains drastically for 1.3.1 compared to what you got in the snapshot builds. It sucks. The very last thing I wanna be doing in a game like minecraft is freaking grinding xp.
I like it since it gives you a reason to use it other than leather armor(THAT SHYT SUXX). Don't forget, you don't need to drag the cow to you, you can make a nether portal to an area with cows and breed/kill them there. Bringing back items is much easier than bringing back livestock, take note on that for mushroom biomes.

In the server.properties file there is a toggle option called (drum roll please?)
spawn_animals=true
Guess what happens if I (a server owner) decides to switch that to false... just sayin'
As for why leather is required, well since you now get exp for mining...well this evens out how fast you can do that enchanting. Unless spawn_animals has anything to say about it!
Leather never did much. Leather kind of makes sense, and it's a good way to throw a wrench into the mass binding and production of entire libraries by a single Steve.
Sometimes Minecraft development takes a dump on you. It's a game in flux, and things can change pretty fast. The experience you have with it at present is probably not the experience it will become. This is an unfortunate truth for lots of people. Requiring books is better systemically, but it's certainly going to make it harder on people who never made cow farms, and/or have no cows anywhere near them. In new files, though, you may find that it elongates your experience pleasantly by adding another step to the process, giving you one more goal that involves venturing out and taking advantage of the game's features.

I tried it with terrible results. I gave my wife my glasses for a second, a creeper showed up and now my wife is pregnant.
